2. A State party is considering asking refugees to authorize the transfer of assets wherever they are and which are necessary for resettlement in another country where they have been admitted. 2. After a three-year stay, all refugees are granted a statutory reciprocity exemption on the territory of the contracting states. The 1951 Refugee Convention and its 1967 Protocol are the main legal documents that form the basis of our work. With 149 contracting states entitled to one or the other, they define the term «refugee» and define the rights of refugees and the legal obligations of states to protect them. 1. A State party authorizes refugees to transfer assets they have transferred to its territory to another country where they have been accommodated for resettlement, in accordance with its laws and regulations. 2. The previous paragraph opposes the application of laws and regulations relating to the issuance of administrative documents, including identity documents, to foreigners.
States Parties apply the provisions of this Convention to refugees without discrimination with respect to race, religion or country of origin. 1. Each State Party grants refugees who legally reside in their territory and who have diplomas recognised by the competent authorities of that State and who receive the most favourable treatment and, in any case, no less favourable than the titles issued by foreigners in general in the same circumstances. In accordance with the general principle of international law, existing treaties are binding on the parties and must be carried out in good faith. Countries that have ratified the Convention are required to protect refugees who are on their territory in accordance with their conditions. [16] There are a number of provisions that States parties to the Convention must comply with. 1. States parties provide refugees who legally reside in their territory with travel documents outside their territory, unless compelling national security or public order reasons otherwise request it and the provisions of the timetable of this convention apply to such documents.
States Parties may issue such a travel document to any other refugee on their territory; they take into account in particular the issuance of such a travel document on their territory to refugees who are unable to receive a travel document from the country of legal residence. If a rationing system applies to the entire population and regulates the general distribution of loss-making products, refugees receive the same treatment as nationals.
